Not really. I would not eliminate option (E) based on the use of comma + verb-ing after the clause.
Try to think of it this way - when we have comma + verb-ing, we are saying "in effect, this happened"
e.g. The principal stepped onto the podium, silencing the students.
This means the principal stepped onto the podium and this action of his, in effect, led to students becoming quiet.
Now apply the same here:
The court ruled that A was ineligible for exemption, rejecting the argument that A's primary aim was to teach.
The court's ruling could have, in effect, led to the rejection of the argument given by A. So I don't really have a problem with that aspect of (E).
There are multiple other problems with option (E).
'that' is missing.
'not eligible to be exempted as an educational group' is at best awkward.
It doesn't specify whose primary aim are we talking about. We need to say the Club's primary aim...
