Hi,
Released acts as a Verb-ed modifier here.
HOW?
1. We don't know who releases the report. -Doer of action is unknown.
2. it is parallel to conquering( ING modifier)- ( present in non underlined part).
And Modifiers usually take the tense of the sentence.
in this case- The modifiers will take present tense.
for better understanding of the above- you can say - "The report is released on every Friday."
