Yes, sometimes the schools encourage aspirants to see their other programs such as EMBA, Masters, or some online course because the schools think that you would not be a good fit for their MBA program. The reasons can vary from person to person. For ex. too much or too low experience, not able to show any achievement or purpose on the CV, too low GMAT etc, etc.
Anyway, most of the times are generic feedbacks and given according to the current class standards. So, the best way to assess your profile is by applying

Any idea how authentic are the resume feedback by European B schools - LBS, Oxford, HEC, IESE? Do they discourage anyone to apply?
