Possible choices should be of the forms:
could "seriously impact industrialized..."
or
could "have a serious impact ..."

So its D or E.
E is better. "possibility of" is the correct idiom.

Hic, I choose E because "impede" can not go with possibility.
A has problem with "be a serious impact to": awkward. It should be "seriously impact on" or "have a serious impact on"

It has to be D or E. Further, possibility is not something that is impeded but something that can be diminished. E is the right choice.

(E) is correct according to me. Reasons:

Following the sentence structure we can break it as follows - Note the sentence talks about impacts of oil price rise.

The expected rise in the price of oil could have "X" and "Y".

A. Usage of "could be a serious impact.." seems unidiomatic here.
B. Usage of "impact on industrialized.." and "impede possibility to have.." seem unidiomatic here. Also, how can you "impede" the "possibility of something happening"..just doesn't go.
C. Usage of "impact on industrialized.." seems unidiomatic here.
D. Usage of "possibility to have.." seem unidiomatic here

I think, here "impact" is used as noun and "impede/diminish" as verb. Therefore, "impact on" should be modified by "serious"(ADJ).

Could have serious impact on and impede/diminish

idiom: "possibility of"

Anybody wants to explain use of "having" in E?
