While I agree with D, I have a question -

As per your logic the installation can be done by the agricultural engineer also...right?

'could' should be placed close to farmers , so I believe A shld be the answer

Good Point.
Its D for me. But why is E wrong ?

By installing special electric pumps, [url]farmers’ houses could be heated by the warmth from cows’ milk, according to one agricultural engineer[/url].

[e] one ( did only one engineer install how all farmers are warm ) agricultural engineer reports that farmers’ houses could be heated(passive) by the warmth from cows’ milk

But again even if the above flaws were not present, in GMAT we should not change the meaning of the sentence if possible !!! Let me know if you agree.

A single engineer can install the electric pumps.

But, when I read the sentence again, E has got another flaw, in addition to changing the meaning. Ideally, if the engineer is installing the pumps, the sentence should read

By installing special electric pumps, an enginner CLAIMS( he cannot report after installating!) to be able to heat farmers' houses.........If he has to ONLY report, he can do that even without installing the pumps....

He can install and prepare a report also

original sentence says... "According to one.. engineer".. this clearly tells the author intention that... Engineer is not installing the pumps.
