The question is all about telling the role of a women. So, 'AS' is the best way of telling the role.
Also, there are no TWO time frames given. The question simply states that a women became US senator for first time in 1932. Hence, HAD should not be used.
So, A,D and E are out.
Now, out of B and C, as I mentioned the role should be presented by using as. hence, B.
