Please don't post the answer in the original post.. You can post the same after few discussions.

While X(some) propose ... , (Y)others suggest, and (Z)still others ..

It should be suggest for parallelism. A, B are out.

"reducing prices" sounds better than "reduction of software prices"

D ) ,and still others by calling for ...
the statment after "and" should stand by itself ( Verb is missing here)

E makes the most sense.

A and B are just terrible sentences- you can look at the use of "by" followed by the verb usage and how that fits into the sentence for starters.

D breaks parallelism

C - the use "for decreasing" caught my eye and sounded off while the use of still others call (not in present continuous tense) and hence wrong.
