Start by checking the two drop-downs. The first drop-down lists the supply from Russia, South Africa, North America, or the global supply. The only option that makes logical sense is the global supply of palladium, because the sentence says that this decrease was mostly but not entirely due to a decrease in some region. That means the decrease being explained must be the global decrease, not the decrease from a single country.
Next, check how much the global supply actually decreased. In 2007 it is about 270, and in 2012 it is about 210, so the decrease is roughly 60.
