Should I say "The United States is...", or "The United States are..."

I have found this link, http://www.bbc.co.uk/worldservice/learn ... ge51.shtml, which has an explanation, but I got confuse with the example that she gave about government. It can be singular or plural as well.

Country would definitely be singular, rest could be plural.
