I think the answer is D. Since the first clause says "since 2005", the word "since" provides the clue that this event is ongoing and hasn't ended, the correct tense should be "has been" and not the simple past tense, taking out E. The "had been" construction is used when we talk about an event that happened before another past event. This sentence doesn't reference any other event, so it reads like the land slide is still ongoing, taking out A,B,C. Feedback appreciated!

Choice D is the only choice that correctly suggests that the event is still occurring today by using the form “has”.
We know the event is ongoing as it is indicated in the stem of the question (if and when it will stop...suggests that it is still ongoing)
