B is incorrect in several parts. “to be brace” is grammatically wrong. Also it has a parallel problem with “to be” and shovel. Also, “less likely than” would be better than “less likely” and “more to be”.
C is inefficient in the use of less likely to be and more likely to be instead of less likely ... than...
Also, arctic chills, shoveling snow, and to be seeking are not parallel.
D shouldn’t have “they”. “To be brace” is also incorrect.
E : brace, shovel, or “to be” aren’t parallel.
A is the best choice.
