1)B, News organizations' ability to cover sports news effectively will be hampered if their use of online audio, video, and images is prohibited,since denying so would hamper their right to cover the news.

2)a)No,since the sport authority is not agreeing on that.

Can someone please explain why is it "cannot infer disagreement" in the 3rd part of the 3rd question?
­News organizations spokesperson mentions: ''to place unnecessary conditions on that coverage is to deny news organizations their right to cover the news." It can be inferred that the spokesperson is against the imposition of any condition. 

Whereas, sports association spokesperson mentions: "Conditions must be placed on these practices". Here, he/she is supporting imposition of condition.

That means both are not holding views/ criteria regarding conditions or what constitute those conditions. They are totally yes and no situation. Both spokespersons are in totally different sets without any overlapping. So, there is no opposing views regarding "The conditions under which a news organization should be allowed access to report on the sports association's events."

But aren't some of those contentious conditions discussed? Like usage of digital media, live score updates, etc.? So it would be a point of disagreement, no?

I know i am not Karishma, but i can help you with this. So to make it very clear the 3rd part says that "The conditions under which a news organization should be allowed access to report on the sports association's events.". Here the important thing to observe is "THE CONDITIONS UNDER WHICH­", so the option is asking you if they had a disagreement on the basis of the conditions which were being set (That is what could the conditions be and what they can't) . Whereas in the lines

sports association spokesperson mentions: "Conditions must be placed on these practices".
They talk about if conditions should be placed or not.

Summary: While the option asks us if there is a disagreement between the two parties regarding the contents of the conditions. The actual disagreement in the passage is if there should be conditions even placed in the first place.

But there is an opposing view here - for eg 100 conditions should be placed vs none of them should be placed

Sports Assoc says that there should be conditions that can be discussed...

So No Matter what the conditions are, there is disagreement over the conditions.... This is my understanding please help....

The sports association only had a problem with news outlets updating scores and posting video clips. While they have the rights to the terms of the coverage, it doesn't say they disagree with every condition nor that they want to renegotiate.
