A- Correct
B- The sentence talks of "Generic behavior" hence usgae of "Simple Present tense" is correct and "tax breaks" in dependent clause is "Plural". Usage of Singular "does" is incorrect
C- First part error is same as B, 2nd part of the sentence should be "simple present"
D- Usage of "Had" is incorrect, because the two events are not related and 2nd event doesn't trigger the first event. Rather, usage of "While" suggests that both events took place at the same time.
E- First part of the sentence does not have a verb, 2nd part is correct grammatically
