You have rather unique situation, since you are going back home to Thailand anyways, which makes comparison of schools and programs even more interesting.
Based on thinking of GMAT club members and school applicants Tepper CMU is ranked better than HEC Paris, Tepper is 21. and HEC is 29.
Financial Times has different opinion
in their Global MBA Ranking 2018, HEC comes in 21. place Tepper in 40. but I would take that with take that with a grain of salt, since traditionally FT and Economist are biased toward Euro/UK schools.
To prove point, pay attention to this in same FT rankings, Alumni recommend rank placed Tepper on 21. place above HEC on 22. Alumni recommend rank is single most valuable tool or insight you can get to compare schools since it answers question how well did school served the ones who attend it in their goals and how was their experience in terms of quality.

I can see from your profile that were inclined more toward US schools, for instance Kellogg, Ross, Haas, Duke, Anderson, and that HEC was (possibly) the only European school on your list.
I can see that Tepper Full-Time MBA is 21 months program with Summer internship versus 16 month HEC MBA program, that also should be considered.
