That Native Americans failed to domesticate apples can hardly be said that it was their fault: The suite of wild plant and animal species available to them for domestication did not have the potential for domestication

A. That Native Americans failed to domesticate apples can hardly be said that it was their fault -- Just unidiomatic expression, better phrasing would be C, but that has other errors which we will get to next

B. It can hardly be said that the Native Americans were at fault for not domesticating apples -- CORRECT

C. That Native Americans failed to domesticate apples can hardly be said to be at fault --> The RED highlighted part is a statement of sorts, and the statement is not at fault -- Americans are! Subtle meaning difference.

D. It can hardly be said that it is fault of the Native Americans who failed to domesticate apples -- incorrect relative pronoun "who" which narrows the set of Americans to just the ones who didn't actively domesticate apple.

E. The fact that Native Americans were at fault for failing to domesticate apples can hardly be said -- changes meaning

Can someone explain why B is correct?

The second clause implies that the apples Native Americans had did not have the ability to grow. Therefore, the preceding clause should say that Native Americans are not at fault for failing to domesticate apples.

Option B implies that Native Americans did not even try to domesticate apples.
