Your rules 1 and 2 are actually the same, just worded differently.... And yes, this is the best way to check whther one should use "that" or "which"

Rule #2 –I use “Which” when there is a non-essential modifier and use “THAT” when there is an essential modifier.

This is the only rule you need here. Please remember to flank Non-essential modifiers with commas (", which (...),") and not to flank Essential modifiers ("that") with them. Whether a modifier is essential or not depends mostly on the author's intention.

Re THAT vs WHICH in SC
The GMAC has said that it does not test this topic. So we may not need to understand exactly when to use one or the other.

But, the right answers always seem to use THAT and WHICH in the 'proper' way, as recommended or followed by traditional grammar authorities. And this sometimes helps us to do SC questions more easily.

Follow this rule of thumb:
In the right answer, WHICH will come immediately after a comma.
If an answer choice has a WHICH that is not preceded by a comma, eliminate that answer choice -- without getting into subtleties of meaning, without wondering about the right idiom, without examining complex parallelism, without doing anything difficult.

Here is an example of an official 700-level question in which this rule can be applied.

Note 1:
So far, I have not seen any official question in which this 'rule' is violated. If anyone has seen such a question, please do say.

Note 2:
This rule does not apply when WHICH is the object of a preposition, as in 'in which' or 'for which'. WHICH is never preceded by a comma in such cases.

This is a very good question. It reminds us that certain 'rules' are patterns rather than hard-and-fast rules.

Even in this question, the WHICH is preceded by a comma: the WHICH introduces a non-restrictive modifier.

So far I haven't seen any official question in which WHICH introduces a restrictive modifier.

Of course, the GMAC could decide to "make a bit of an exception". I don't think it has done so yet.
