Hello, Vishh13. The problem with (B) is that it is not entirely clear what is commemorating. Is it the historic site or something else, such as the 417 areas? An -ing phrase after a comma comments on the preceding clause, and we need to know, logically, what is doing the commemorating. Meanwhile, a which clause will typically modify the noun immediately before the comma, so one international historic site, which commemorates conveys that it is the historic site, not the larger park system, that is doing the commemorating.

Shouldn't a second "which" have come before "is"?

The 417 areas that make up the National Park System cover more than 84 million acres and even include one international historic site, which commemorates an early French expedition to North America and is on the border of the United States and Canada.

A. include one international historic site, which commemorates an early French expedition to North America and is Correct answer. There are no errors in this option.

B. include one international historic site, commemorating an early French expedition to North America and is A comma+ing modifier appearing at the end of the sentence modifies the entire preceding clause, and typically applies to the subject of the previous clause. Hence, the "commemorating" would most likely apply to the "417 areas" making up the National Park System, which is incorrect as the commemoration is being done by the "one historic site". Eliminate.

C. include one international historic site, commemorating an early French expedition to North America and being Same error as (B). Additionally, "being" at the end is incorrect - we need "is". Eliminate.

D. includes one international historic site, which commemorates an early French expedition to North America and is Subject verb issue with the usage of singular verb "includes" to refer to plural "417 areas". Eliminate.

E. includes one international historic site, which commemorates an early French expedition to North America and it is Same error as (D). Additionally, "it" at the end is redundant. Eliminate.
