Dialup( maximum possible)= 1.2%~
DSL(maximum) 39.1%
cable xx(maximum) 8.6%
Mobile xx( maximum possible)= 24.9%~

total = 73.7%( higher than 66%)

case2: minimum possible
definitely below 66% as it could be 34%(1/3rd+) for DSL and cable xx
others assume 0%

Just confirming my reasoning on statement-3.

It is "No" because it just says proportion of subscribers for each type but we don't know what is the size of each type. Let's say if DSL and Cable,Fibre Satellite and Other, both of which fall under "Urban" category has very large size as compared to Rural and Suburban then less than 66% might not be true.

For ex: 100k is combined size of both Urban whereas only it is only 1000 for Rural and Suburban combined, then definitely much greater than 66% of subscribers live in Urban area.

Please let me know if this is the correct reasoning.
