IMO D

A) during which travel usually decreases and the industry uses some lower fares for the attraction of
(B) during which travel usually decreases and therefore the industry will use some lower fares for the attraction of
(C) in which travel usually decreases and in which the industry therefore uses some lower fares attracting
(D) when travel usually decreases and the industry uses some lower fares to attract - OK
(E) when travel usually decreases and therefore the industry will use lower fares for the attraction of

Whats the answer?


D.

It should be "a time when", not "a time during which" or "a time in which". Then just pick between D and E. "Therefore" is not necessary and "for the attraction of" is clunky.

to attract is the only correct Usage.

+1 for D, when refers to time, and between D and E, I go for D because the sentence is the most concise. for the attraction of vs to attract
