Its between C and D. I pick D.
A) ellipsis incorrect.
B) ellipsis incorect
C) should be "large" numbers of staff members to take this choice seriously
D) seems best
E) ending does not fit with "can ensure......"

In A and B, amount seems to qualify both money and staff members and this is not right since one is countable noun and the other is not. Rule out A and b. C is wordy and awkward. E does not fit in this sentence, thus D is the only choice that remains and is thus the winner
