Aha the classic "not only...but also" parallelism question.
Remember what carries forward and what doesnt.
Everything before "not only" carried forward to the part after "but also". To make it easier lets break down each sentence in two sentences for each options so we can come to correct answer.
A. than not only other Asian countries but as well as European ones.
S1: The culture of India, a country lying in the southern tip of the Asian continent, is more diverse than not only other Asian countries.
S2: The culture of India, a country lying in the southern tip of the Asian continent, is more diverse [u]than as well as European ones.
The correct phrase is "not only...but also", and the comparison made here is also incorrect, hence A can be ruled out.
B. than that of not only other Asian countries but also that of European ones.
S1: The culture of India, a country lying in the southern tip of the Asian continent, is more diverse than that of other Asian countries
S2: The culture of India, a country lying in the southern tip of the Asian continent, is more diverse than that of that of European ones
As you can see, S2 is non-sensical. Hence B, is wrong.
C. compared to those of not only other Asian countries but also those of European ones.
S1: The culture of India, a country lying in the southern tip of the Asian continent, is more diverse compared to those of other Asian countries.
S2: The culture of India, a country lying in the southern tip of the Asian continent, is more diverse compared to those of European ones.
remember our job is to evaluate the answer holistically. We need "than" for proper idiomatic comparison. "More...than"
D. compared with that of not only other Asian countries but also those of European ones.

S2: The culture of India, a country lying in the southern tip of the Asian continent, is more diverse compared with that of those of European ones

I believe this question is worded rather poorly. In E, what does 'those' refer to? Based on the meaning, it should be referring to 'culture', which I don't think is grammatically correct.
