­Correct me if I am wrong, but for 'B' isn't it incorrect to assume that the ones who do not belong to the "most people "category are not motivated to limit the spread of dengue? I mean if these individuals are 'not motivated they won't help in controlling dengue' is an assumption and is also digressing from the question.
I have marked 'C' because it sticks to the scope and directly relates to the government's awareness initiative, hence supporting it.­

Poor question quality - The first 2 sentences are utter crap unrelevant to the question. I don't think such question will be given in real test.

The argument is that 'The Dengue Flu' in Arizona is a contagious disease spreading through contact. So to prevent it, the Arizona govt is launching public awareness campaigns so that infected people come and report at once. What is the conclusion? Public awareness campaigns urge affected people to report their disease to prevent its spread.

We need to strengthen our conclusion. Let's add a 'because' after the conclusion and check the options.
Option A: states fact.
Option B: Yes, most people hide their disease and since this is contagious, if they do not report it then the affected ones will spread the disease even more. Futhermore, public awareness campaigns will motivate them to report the disease. Let's keep this.
Option C: fact.
Option D: irrelevant.
Option E: fact.

Option B is correct.
