Agree with quidditchninja
The question is asking for "the difference between nonresident and resident tuition is approximately". However, the answer provided is for Difference between resident tuitions for each of the highest non-resident tuitions. How is this correct?

­The convention about the mark on a graph is that they represent a point with its center. "barely on the line" ok, but the center of the diamond is below the y=2x line, as pointed out by pic related. Imo, the answer to question 1 is 3.­­
