is the answer given to 2 correct against what's being asked?

Agree with quidditchninja
The question is asking for "the difference between nonresident and resident tuition is approximately". However, the answer provided is for Difference between resident tuitions for each of the highest non-resident tuitions. How is this correct?

Official Explanation
Question 1

The dotted line represents nonresident tuitions being double the resident rate. Colleges that have nonresident rates less than twice the tuition for residents will be represented by points below the dotted line. Two points are below the line (and one is just barely on the line). The best answer choice is 2 colleges.

Answer: B

Question 2

The highest nonresident tuition is approximately $12,000. Two colleges show this nonresident rate. One has a resident tuition of between $4,000 and $5,000, and the other a resident tuition of between $7,000 and $8,000. The difference is about $3,000.

Answer: C
­The convention about the mark on a graph is that they represent a point with its center. "barely on the line" ok, but the center of the diamond is below the y=2x line, as pointed out by pic related. Imo, the answer to question 1 is 3.­­

About question 2, I also agree with @quidditchninja and @soumyap09
