The argument is saying that introducing the new policy will not significantly reduce air pollution, as the older cars already on the road are the ones contributing highly to the pollution. We are to strengthen the argument.

A) New cars make up a small percentage of the total number of cars on the road.
If new cars make up a small fraction, this means that implementing the policy, though will reduce pollution, will not SIGNIFICANTLY reduce pollution.

B) The new emissions test is more expensive than previous tests, leading to higher costs for consumers.
Out of argument's scope.

C) Many car manufacturers had already been voluntarily implementing similar emissions standards before the policy was mandated.
Many might have been implementing but we don't the percent of the total that were implementing the standard. Thus, impact of mandating is not able to be judged effectively from this statement. Eliminate.

D) Older vehicles are, on average, less fuel-efficient than newly built cars.
Based on the information in the argument, fuel-effeciency doesn't necessarily mean less pollution. Hence, eliminate.

E) The government is also considering a policy that would provide tax incentives for car owners to replace their old cars with new, low-emission vehicles.­
Not in argument's scope, wherein we are talking about the impact of introducing a new policy.
