I went with E, which mostly was due to the difference between effect, and affect. Down below, I will explain my line of reasoning.

As above member mentioned, it should be singular. Interpretating the meaning of the sentence, this increase is affecting in present time as well. Thus, A, B and C can be eliminated as step 1.

Then we have D and E, and I thought exactly the same as paragamrutkar here
