The sentence is refering to the mayor's media advisor - one person. Check for singular/plural error (SVA).

C/E seems fine.
E seems more redundant and "all in the company" may be idomatically incorrect, however I am not certain.

C is the answer

Choice C corrects the subject verb agreement.Hence choice C is right answer

what does him refer to in the sentence? I think it is the mayor's media advisor, so should'nt the three people travelling with him be plural?

here main subject is media adviser which is singular so verb 'is' is correct. eliminate options a,b and e.
now E is not correct
C is correct

"Him"
refers to mayor. Should be logical that aides and advisor travel with mayor, not aides travelling with advisor). But even if this is the case then section in commas doesn't make "advisor" plural.

Thanks, it makes sense now. I was actually getting the meaning of the sentence in the wrong way. :)
