"conclude by" is incorrect in A and B. We need a noun who actually concludes to go with "by"; "officers satisfaction" can not conclude anything on its own.

Only D remains, it should be "hold" at the end and I don't know whether "ficers' is a valid alternative to officers' nonetheless, I feel D should be the answer.

Instead of to hold, there should be just hold hold to make the list parallel.

A, C & E is out

Between B and D, B doesn't have apostrophe over officers. Hence D is the correct answer

Conclude to is idiomatic, and to retain parallelism the last verb should be in simple present tense i.e hold, hence d

Official answer
(D) This question tests idioms and parallelism. This sentence presents a list of activities that are permitted by the new laws. Parallelism dictates that these activities must be in the same grammatical form: Officers are allowed to 'single out suspicious-looking men and women, enact brief searches of their belongings, and... hold the suspects for questioning.'

In this sentence since there are three actions that the new law enables officers to do, these three actions have to be grammatically & logically parallel.
Since there is an infinitive to single out in first, either we need a choice that has infinitives in all 3 actions or only in the first one. Based on this, we can easily eliminate options A, C & E (A for using infinitive in 2 and not 3 actions, C & E for using -ing to describe third).
In B even if we ignore the correct idiom, it still has an error in Officers which is a plural. Here we require a possessive which we can find in option D.

Therefore, D is the best choice based on all requirements.
