They ask for ordered pair right.
So if each pair can be reordered into 2 ways right? Can someone explain a little more

Had the equation been \(x^2 + y^2 < 100\), we could have swaped the values easily.
i.e IF f(x,y) = \(x^2 + y^2 < 100\) , then f(4,3)= f(3,4).

But, the given equation is \(x^2 + 4y^2 < 100\) . So we can't swap the values.
Here the values for f(4,3) will be different then f(3,4).
We need to take a value of x and then calculate all possible values of y against that. Also since the square is involved we need to consider both positive and negative integer values.
