In this question, advise has taken the subjunctive form (that...) however, in the mgmat sc book "advise" falls under the verbs that take ONLY the infinitive. Am I missing something?

Side note: now that I'm learning the rules I've started scoring lower in SC as opposed to before. I don't know where to go from here

To clarify, there is no rule that the verb "advise" can only take the infinitive verb form.

The noun "advice" can only take the infinitive verb form, but no such restriction exists for "advise".

'advise' is one of the verbs that take subjunctive.
I advised that he sit quietly.

There is no 'rule' that it must take only to-infinitive though it can.
I advised him to sit quietly.

The meanings of the two sentences are different. In the first case, I advised someone - whom is not given - about what he should do. In the second case, I advised him directly.

Subjunctive uses the bare infinitive form so perhaps that's where you are coming from. In any case, I cannot comment without reading what exactly has been written and a page before and after. We often tend to pick things out of context.
And yes, reliance on 'rules' does make us pay dearly in GMAT Verbal.

• Choice A is awkward :thumbdown: :thumbup: and poorly phrased: these has no plural noun to which it can refer, and
even should be placed immediately before to take calls, the phrase it modifies

• Choice B is best

• In C
the plural they does not agree with the singular company
even is misplaced [just as "even" is misplaced in option A]
and advise . . . that . . . they SHOULD is unidiomatic [because "advise" is used as a bossy verb, a context in which command subjunctive is required ]

• D has the plural companies [which is correct] but D retains the other flaws of C

• In E
who in place of that is an inappropriate pronoun for company ["who" is never used to refer to things, and always used to refer to people]
these does not agree with the singular offer, and
"is the refusal" should be "be to refuse"
