(D) couples and having many citizens - illogical sentence

(E) couples, have many citizens - subject verb agreement error " the passage " is singular subject


Well in option A the passage would become "The passage of new tax laws, a comprehensive overhaul to the code involving reductions in corporate rates and new deductions for individuals and couples, has made many citizens, who are scrambling to determine whether they should form pass-through entities to take advantage of the changes.

This creates an illogical sentence . the passage of new tax laws has made many citizens .... passage of laws dont make citizens

avinashiitp I believe the issue you have is with the verbing word(scrambling) that comes after citizens. It is a legit way of writing.
eg. The intense workout had them gasping for air.
The sentence here says the passage of the particular law has its citizens scrambling to determine whether they should form pass-through entities to take advantage of the changes.

The sentence what you have written is correct. In this case, "who" gets in the way. Until issue of 'who' is addressed, this question will be ambiguous.
