I do not understand why A is wrong... Yes it may say "all parents" but after that there is a "who" which further defines this subgroup, hence I do not spot the error ...

Or is it that we need a prepositional phrase to modify a noun ? I tought a subordinator like "who" would also do it

Your understanding is correct. But the parents who HAD post-pubescent children at THAT time were encouraged. Those parents may no longer be having post-pubescent children now (Children grow up). However if the meaning intended were that the children are still in post-pubescent, then use of simple present would be alright.

Yes, the problem is about reported speech and past tense. But a question-writer may at some point set a question to trap candidates who would not keep the above point in mind: that even in reported speech simple present can be used.
