My answer is D)

The Planned Parenthood representative suggested that all sexually active
teenagers be protected from STDs as thoroughly as possible and also encouraged
all parents who have post-pubescent children to talk to their children about birth
control.
(A) be protected from STDs as thoroughly as possible and also encouraged all
parents who have post-pubescent children - Here "who have" is wrong in this context. In this context, a person suggests something and who have is ambiguous. Instead "with X", rightly conveys the issue.
(B) should be protected from STDs as thoroughly as possible and also encourages
all parents that have post-pubescent children - Wrong
(C) are protected from STDs as thoroughly as possible and also encourages
those parents who are having post-pubescent children - Wrong
(D) be protected from STDs as thoroughly as possible and also encouraged parents
with post-pubescent children - Correct
(E) should beprotected from STDs as thoroughly as possible and also has encouraged
all those parents with a post-pubescent child

who have post-pubescent children-------- grammatically correct but meaning wise wrong ...... encouraged all parents means all parents on this earth or in in whole universe :shock: ......... so we need to say parents who or parents with ...... all complexes the meaning ....
(B) should be protected from STDs as thoroughly as possible and also encourages
all parents that have post-pubescent children
(C) are protected from STDs as thoroughly as possible and also encourages
those parents who are having post-pubescent children
(D) be protected from STDs as thoroughly as possible and also encouraged parents
with post-pubescent children

(E) should be protected from STDs as thoroughly as possible and also has encouraged
all those parents with a post-pubescent child

I was able to narrow down to A and D but then got stuck.
Can anyone help?

This is an example of a subjunctive mood showing a possibility or a desire.

(A) be protected from STDs as thoroughly as possible and also encouraged all
parents
who have post-pubescent children
(B) should be protected from STDs as thoroughly as possible and also encourages
all parents that have post-pubescent children
(C) are protected from STDs as thoroughly as possible and also encourages
those parents who are having post-pubescent children
(D) be protected from STDs as thoroughly as possible and also encouraged parents
with post-pubescent children

(E) should be protected from STDs as thoroughly as possible and also has encouraged
all those parents with a post-pubescent child

in answer choice A it says
all parents who have post-pubescent children
D is the answer here -as it conveys the meaning correctly

I too, narrowed it down to A and D. Option A uses the word "all parents.." - which really means all parents - which felt out of context, since the 'Planned Parenthood' representative is presumably addressing a limited group of parents. Hence option D.

I do not understand why A is wrong... Yes it may say "all parents" but after that there is a "who" which further defines this subgroup, hence I do not spot the error ...


Or is it that we need a prepositional phrase to modify a noun ? I tought a subordinator like "who" would also do it

It does not matter much whether he suggested to all parents or just to parents. Parents here will mean the same as all parents. But A is a drop - out because of using a present perfect 'who have' in a reported speech of a main past tense clause. A should have used the simple past tense "who had".

Your query has already been very well explained by Daagh Sir. However your point that "Once in the past, always in the past" does not hold.

I was sympathetic to people who ARE blind. .. correct
The above statement implies that I used to be sympathetic to people who are still blind. (Currently I may no longer be sympathetic.)

I was sympathetic to people who WERE blind. ..questionable
The above statement implies that I used to sympathetic to people who used to be blind. (Currently I may no longer be sympathetic, and those people may no longer be blind.)

Your understanding is correct. But the parents who HAD post-pubescent children at THAT time were encouraged. Those parents may no longer be having post-pubescent children now (Children grow up). However if the meaning intended were that the children are still in post-pubescent, then use of simple present would be alright.

Yes, the problem is about reported speech and past tense. But a question-writer may at some point set a question to trap candidates who would not keep the above point in mind: that even in reported speech simple present can be used.

MANHATTAN REVIEW OFFICIAL EXPLANATION:



The structure of this sentence is that someone suggested that someone else do something. This structure requires the subjunctive. This is formed with the infinitive of the verb, without ‘to’. Eliminate B, C and E. B also does not have parallel structure in terms of the tenses. It uses ‘suggested’ and ‘encourages’ Choice C implies that the teenagers are already protected. This would change the meaning. It also incorrectly uses the present continuous ‘are having’. E does not have parallel structure in terms of the tenses. D is more efficient than A. Choice D is the correct answer.
