Last line of the paragraph says "Another reason that the poverty line may not be the most reliable indicator of actual poverty levels is that certain nations, usually developed ones, include systems of social welfare that remain unaccounted for while calculating the proportion of population that does not earn the minimum required income.".
Is it not a suggestion?. I marked option A for the first question. can anyone help me to understand why the answer to the question #1 is D.
definitely a suggestion. But the question asks for the primary purpose of the passage. Option A is very specific - poverty line should not be used as an indicator in developed nations - and the passage talks about a lot more than just developed nations.
