only option which has not only X but y parallel structure.

What's wrong with E it also provides paralelism.

(E) the interest rates are tied to the prime, not only on most loans to small and medium-sized businesses,
but also on a growing number of consumer loans, including home equity loans.

there is no "on a" in the sentence posted above in E.
