I think the question is best left alone. The answers for questions 3 and 4 do not make sense.

Even the information in Tabs is unnecessary. Just an example
After the surplus funds are allocated, the federal resources will be used to fund up to 10% for an adequately funded city’s expenses or the amount needed to reach 100% funding, whichever is smaller.

Adequately funded means at least 90%, so 10% for an adequately funded city’s expenses would never be smaller than the amount needed to reach 100% funding, so what purpose does the statement have?.

I guess there is some ambiguity for question 3. We don't know how much is the federal fund without surplus

1. D: (900+750)/1.1=1,500 => Surplus = 1650-1500=150
E: 2050- (2050/1.4)=585.714
H: 1240- 1240/1.08=91.852
Total: 585+150+92=827 (C is correct)

2.

Statement 1 : City C (210 +340)/0.68 = 808 ; 90/808=0.111
City A (350+300)/0.82= ~793; 85/793=0.107 (Adequate)

Statement 2: 4/9=0.444 (Adequate)

Statement 3: Total Fund required in Inadequate City:
City A: 650*0.9/0.82=713.415, 713-650=63
City I: 230*0.9/0.86 =240.698 , 240-230 =10
City C: 550*0.9/0.68=727.941, 728-550=178
City: G: 980*0.9/0.89=991.0112, 991-980=11

Total : 178+10+11+63=262 Total Fund Federal have: 85+27+60+50+120+90=432 (Adequate)

3: 432-262 =170 (B) I don't know why official answer is 125

4:
Green Town: 330*1.2+650 =1,046, Fund required: 980/0.89=1,101.124 (Not adequate, Yes)
Coni: 340*1.2+210=618 Fund required: 550/0.68=808.824 (not adequate, Yes)
Ilica : 130*1.2+100=256 Fund required: 230/0.86=267.442 (not adequate, Yes)

for 3rd and 4th, need official explanation because this seems correct.

If anyone have different view, let me know. lets discuss.

Question 1:
If the funding threshold is 100%, approximately $828 million Krovanian dollars would be allocated to the federal pool of funds.

Cities with surplus:
• Dou: $150 Mn (110% funded)
• Elo: $585.71 Mn (140% funded)
• Huton: $91.85 Mn (108% funded)
Total surplus: $827.57 Mn ≈ $830 Mn

Question 2:

Statement 1: YES
Federal funding to City C (Coni) as a percentage of total funding needed is 11.13%, which is more than City A (Akona) at 10.72%.

Statement 2: YES
Four out of nine cities (Akona, Ilica, Coni, and Green Town) are inadequately funded, which represents 44.44% of all cities—clearly more than 40%.

Statement 3: YES
The federal funding will not be exhausted. The surplus from adequately funded cities ($1,343 Mn) is more than enough to cover the needs of inadequately funded cities ($263 Mn). Since the surplus alone covers all needs, none of the available federal funding ($432 Mn) needs to be used at all.

Question 3:

Inadequately funded cities needing support:
• Akona: $63.41 Mn (to reach 90% threshold)
• Ilica: $10.70 Mn (to reach 90% threshold)
• Coni: $177.94 Mn (to reach 90% threshold)
• Green Town: $11.01 Mn (to reach 90% threshold)
Total needed: $263.06 Mn
Federal funding available:
Total federal funding across all cities = 432 Mn$ (from Akona: 85, Ilica: 27, Broca: 60, Forlam: 50, Coni: 90, and Green Town: 120)
Remaining federal funds:
432 - 263.06 = $168.94 Mn ≈ $169 Mn

Question 4:

Green Town: NO
With the 20% increase, Green Town’s funding rises from 89% to 94.99%, which exceeds the 90% threshold. It will not require additional funding.

Coni: YES
Even with the 20% increase, Coni’s funding only rises from 68% to 76.41%, still falling short of the 90% threshold. It will still require additional funding of approximately 110 Mn$.

Ilica: NO
With the 20% increase, Ilica’s funding rises from 86% to 95.72%, which exceeds the 90% threshold. It will not require additional funding.
