The subject is THE SCHOOL BOARD, which is SINGULAR.
Eliminate A and B.
Amount is non-countable, Hence greater is wrong. Eliminate C.
Money is also non-countable, Hence larger is wrong. Eliminate E.

D is the answer.

The school board decided to reduce the number of children attending the after-school program, to increase the amount of time allocated for each mathematics or science class, and they decided to make the money allocated to extracurricular activities larger.

(A) program, to increase the amount of time allocated for each mathematics or science class, and they decided to make the money allocated to extracurricular activities larger --> not parallel

(B) program, to make greater the amount of time allocated for each mathematics or science class, and they decided to make the money allocated to extracurricular activities greater --> same as A

(C) program, to make greater the amount of time allocated for each mathematics or science class, and it decided to make the money allocated to extracurricular activities greater

(D) program and to increase the amount of time allocated for each mathematics or science class, and it also decided to allocate more money to extracurricular activities --> correct: (1) "to increase" is parallel w/ "to reduce", (2) "it also decided to allocate" is parallel w/ "The school board decided to reduce"

(E) program, and to increase the amount of time allocated for each mathematics or science class, and to make the money allocated to extracurricular activities larger --> double "and"s > right: "to reduce, to increase and to make" , wrong: "to reduce, and to increase, and to make"
