Wrong. The damage can be assessed. Its the behavior that cant be assessed easily.

d)Northeasters are more difficult to study than are hurricanes and tornadoes because northeasters occur less often.
Rate of occurrence is not discussed in the passage.

e)Northeasters are too diffuse to warrant close study by climatologists.
The passage says that the diffusive nature of Northeasters makes them difficult to research upon.

b)Northeasters are deserving of closer study by climatologists than they have received in the past.
This is the correct answer. The author would want closer studies of Northeasters in future.

Good question. Took me quite some time (3+) to narrow down to B as the passage did require some careful reading. My take on other options - 
a)Even increased knowledge about the behavior of northeasters is unlikely to reduce the injury to people and property that they cause. -  No where is it mentioned that with increased knowledge  one cannot reduce  the impact. Sort of out of context. 
b)Northeasters are deserving of closer study by climatologists than they have received in the past. - Agree
c)Damage caused by northeasters is less easily assessed than damage caused by hurricanes. -  Cannot deduce this from the para. Comparison of hurricane damage assessment isn't provided. 
d)Northeasters are more difficult to study than are hurricanes and tornadoes because northeasters occur less often. -  " Because northeasters occur less often " is extra info otherwise the first part was another bit that the author would agree with. 
e)Northeasters are too diffuse to warrant close study by climatologists. -  Diffusion makes them  difficult to categorize  but not difficult to warrant close studies.

why it is B and not E as no where it is hinted that author wnats close study of notheatsers and for E it does say that "Northeasters, whose diffuse nature makes them difficult to categorize" which hints that ,that is the reason that they are difficult to study by climatologists..

b)Northeasters are deserving of closer study by climatologists than they have received in the past :  correct
 e)Northeasters are too diffuse to warrant close study by climatologists :  The close study is already warranted by the comparable amount of damage that Northeasters cause. It hasn't been anywhere mentioned that their diffuse nature make their close study unnecessary
