I think that the answer is C.

1st: Show us know the % of higher final score from 6 points above compared to total students. --> We still unknown the higher final score below 6
2nd: Show us know the % of higher final score from 6 points above compared to total higher final score students --> We still need to link it with the total student

=> Combine both: We know 28% compared to total students is 40% compared to total higher final score students --> thus we can define the % higher final score student to total student by 0.28/0.4

Logics:
We have:
a = [Number of higher than 6][/Total] and b = [Number of higher than 6][/Number of higher] ==> [ Number of higher ][/Total] = a/b
