Option C also follows parallelism structure
that comprised( Past participle)....and reflecting( present participle). Also reflecting shows present and comprised shows that something happened in past. By this logic i may go with C.

No it does not, Comprising... reflecting is the correct usage in this sentence, hence option E. IMO
Plus the use of "that" in option C makes the sentence ambiguous for no reason. Would recommend experts to explain this in detail daagh.

To answer your query, Option E does not need an active verb because it forms an absolute phrase, a type of modifier; absolute phrases are modifying phrases that modify the entirety of a clause.
