Between D & E it is  (E)  as D changes the meaning by using the adjective simple to describe the files being transferred and not the procedure.

B & C both have a pronoun error. A is incorrect due to SVA error.

The answer is E. The term is not a "method of exchanging files"; the term is just what we call that method. So B and C are wrong. Answer D is wrong for a similar reason; it says "the term refers to a method.. and is regarded..." so D is saying that the term is "regarded as a secure procedure". Again, the term itself is not the procedure; the term is just words. The sentence needs to say that "file transfer protocol" is a secure procedure. And answer A is wrong, because it says the "files are" a secure procedure, and not that FTP is a secure procedure (the verb needs to be singular).
