+1 for C.

(A) should have permanently revoked licenses
(B) should have a permanently revoked license
(C) should have their licenses permanently revoked --> Correct, rectifies S-V error, and has no pronoun error
(D) are to have revoked their licenses permanently
(E) are to have a permanently revoked license

Hence, C.

Subject 'Drivers' agrees with 'licenses' not 'license'

Only C and D follow.

D - are to have is wrong

Hence C

I am not getting usage of "should have" in the question. And why A is incorrect.

This statement implies that - there is something called permanently revoked licenses which exists and drivers must have this
But this does not make any sense


Licenses should be revoked permanently for drunk drivers. Action of revoking is happening here.

If you invert this statement -

Drunk Drivers should have their licenses revoked.

(B) should have a permanently revoked license wrong meaning
(C) should have their licenses permanently revoked correct intended meaning
(D) are to have revoked their licenses permanently wrong meaning
(E) are to have a permanently revoked license wrong meaning
