"eliminated and greatly reduced" is incorrect. OR should be used.
only B, D & E satisfy.
In E, 1977 modifies "the types of finches" not "drought".
D is awkward
Hence B is correct

How can the same species be eliminated AND have its numbers reduced at the same time or by the same natural disaster? This is illogical. Need to use past perfect with inheriting genes as this action occurred before the elimination or reduction.
A. The types of finches that were eliminated and greatly reduced in number during the 1977 drought did not inherit
Incorrect as mentioned above.
B. The types of finches that were eliminated or greatly reduced in number during the 1977 drought had not inherited
Correct.
C. The types of finches that the 1977 drought eliminated and greatly reduced in number have not inherited
Incorrect as mentioned above.
D. In 1977 the drought eliminated or greatly reduced in number the types of finches that have not inherited
Incorrect , usage of 'have' is not correct.
