D, I think, here's why:

-3 - - 10 = -3 +10 = 7 = A
-10 - - 3 = -10 +3 = -7 = B

the difference between A and B is

A - B = 7 - (-7) = 14

Sol:

-3-(-10) ------> -3+10= +7
-10-(-3)--------> -10+3= -7

The first is greater then 2nd term by 7-(-7)= 14. Ans D

-3 - (-10) = -3+10 = 7
And,
-10-(-3) = -10+3 = -7.

Range = 7-(-7) = 14

D is the answer.
