I am not sure how to solve this as we dont know if the population of americans has increased / stayed the same / decreased from 1970 to 2005.

If you use -- REAL LIFE information (WHICH YOU SHOULD NOT ON THE GMAT) -- population from 1970 is lower compared to population in 2005

If you assume that -- then total amout of Meat consumed annually by the average america is GREATER in 2005 compared to in 1970.

80 times {x /100) = 63

x = 75 %
