Not only.. but also.. is the correct idiom. The only correct usage of this idiom is in choice C.

A. with a keen eye to using proven methods, but also to developing new and innovative techniques - but also (without not only) is wrong
B. with a keen eye for using proven methods, and also to developing new and innovative techniques - and also is wrong
C. with a keen eye not only to using proven methods, but also to developing new and innovative techniques
D. with a keen eye to using proven methods, but to developing now and innovative techniques
E. with a keen eye not only to using proven methods, and also to developing now and innovative techniques - and also is wrong

The answer is B since it is the only option which uses the right form of the idiom “a keen eye for”.

A and D are incorrect because they wrongly use “a keen to” which is the wrong construct. “For” is required instead of “to”.

C and E are also incorrect because they also use the wrong form of the idiom this way: “a keen eye not only to”.

Here we need the construction Not Only.. But Also
because we are comparing the use of proven methods to the development of new methods.
Only options c does this.
