Argument is saying

People who participate in local politics = people who are genuinely interested in public service + people who are selfish opportunists + [X] (Note X is optional here)

Also, Everyone in local politics = People who influence the community’s values

(A) Some selfish opportunists have an influence on the community’s values. : YES, since Local politics includes selfish opportunist people, it means some will for sure have communal values.

(B) Some persons who are interested in public service do not have an influence on the community’s values. : It may happen that all interested ones are a part of local politics. Hence, incorrect

(C) All those who have an influence on the community’s values participate in local politics. : Again, it may happen that 1 or 2 are other than Selfish opportunists or public interested people. Hence, Incorrect

(D) Some of those who influence the community’s values neither are interested in public service nor are selfish opportunists. : We don't know. May be our first equation comprises of only those two categories of people. Hence, incorrect

(E) All those who have an influence on the community’s values are either interested in public service or are selfish opportunists. Opposite to D. May be some other outsiders other than these two. Hence, incorrect
