A -> this provides an alternate reason why attendance might drop in Cinemas and Malls
B -> this doesn't give a strong reason of why attendance might increase due to the gov. campaign
C -> park prices can increase alongside with attendance increase, also doesn't deny the fact the governor campaign could have been the root cause
D -> irrelevant, no effect on attendance whatsover
E -> A seemingly close second but, the attendance can still go up

Hence, A is the most appropriate answer which weakens the evidence presented in support of the conclusion

The author assumes that the campaign caused the change, without ruling out other reasons. To weaken the conclusion, we need to find an answer choice that suggests "the campaign" may not have caused the change.

A. State-wide strikes among retail workers have greatly reduced the operating capacity and utility of malls and cinemas during the last three months.
If malls and cinemas were not functioning properly, people would naturally stop going there and choose other places, such as parks.
So the shift could be due to the strikes, not the campaign.
This gives a strong alternative explanation.
Correct.

B. The governor frequently visits public parks and nature reserves herself.
This tells us nothing about why other people changed their behavior.

C. Admission prices for all public parks and nature reserves in the state have risen by an average of seven percent over the last three months.
Higher prices should discourage people from visiting parks, but visits increased.
This actually strengthens the argument.

D. The number of public parks and nature reserves in the state is exactly the same now as it was at this time last year.
This does not explain why people shifted from indoor to outdoor activities.
