Skywalker18 I think a very poor Q and all 39 that is 100% answering it wrongly proves it.
even if the OA is marked wrongly, there is no choice fit to be an answer.
Conclusion is something that fits in the end of para and does not merely repeat something in para..

either there is typo OR the reason is these lines have been just picked up from an article and some conclusion is forced upon the para..

This is either a very bad question or a very tough question. Anyways, lets use the Process of Elimination method.

A. Small-scale sweet corn producers could place considerable investment in harvesting equipment and packing and hydro-cooling facilities.

If the small-scale corn producers want to expand their businesses and become large-scale, they can place the considerable investment. If they don't want to, then no need.

A is neither wrong nor right.

B. Large-scale sweet corn producers have the option of making a considerable investment in harvesting equipment and packing and hydro-cooling facilities to prepare shipments to terminal markets or supermarket distribution centers.

No, they don't have an "option". They have to make the huge investments if they want to be a large scale producer.

B is wrong.

C. High-quality sweet corn is the most popular type of corn on the market.

Most popular type? No ways. Too much exaggeration.

C is wrong.

D. Some large-scale producers of sweet corn are among those vegetable producers that make the most considerable investment in harvesting equipment and packing equipment.

Most considerable investment? Nope. Maybe wheat or potato farmers make much more investment, who knows? This is again an exaggeration.

D is wrong.

E. Large-scale corn producers do not sell their harvests directly on the farm or at roadside stands, farmer's markets or local stores.

The answer says that there are terminal markets and supermarket distribution centres. But it does not necessarily imply that they cannot sell in local stores or farmer markets. Big brand company products are found almost everywhere.

E is either wrong or right or a bit of both.

Between A and E, definitely A is a bit more right than wrong than E is.
