Can somebody explain option E? why the option E is correct.
I could figure out that we need a singular verb as many followed by a singular noun deer.
In E having is used as modifier which modifies state but why the usage of had is correct. It seems like that states had young in the past but now the don't have. Moreover, clause after comma is in present tense. So why there is a tense shift from past to present as it is not required as such

The singular and plural form of the word 'deer' is deer.

So the structure should be "many of the deer have/having". Thus B or E.

that have had young  (sounds awkward), officials at the wildlife department have confidence that the area.

Plus 'are confident' sounds better than 'have confidence'.

I think the emphasis in B is incorrect. The option emphasizes on "many of the deer" + "that have had young", meaning that officials are basing their judgment on these mother deer, instead of the fact that deer are reproducing. Thus, the first part of option E is better.

1. SV Agreement - "Many of the Deer" is plural and hence corresponding verb should be "have"
2. Idiomatic - Wildlife department can't have confidence in an area

1. use of "that" - conveys illogical meaning that "deer that have had young". Deer can be young, deer cannot have young.
2. Similar error as 1. Wildlife officals can be confident, they cannot HAVE confidence. Illogical construction.

C) 'state that has had young'..same error as B. Also, 'because of' is used for 'actions'...here it's used for deer (noun)...,No Main verb.

E) Correct. 'Having had young' is modifying Deer.
Had in B and E is not used as 'Past perfect'. It's for possession.
In Option B 'Have had' is used as present perfect, where as in E 'having had' is a modifier.
