Parliament did not accord full refugee benefits to twelve of the recent immigrants because it believed that to do it rewards them for entering the country illegally．

it is relative pronoun and GMAT doesn't like it to refer to action. - :)

(A) to do it rewards - Incorrect
(B) doing it rewards - Incorrect
(C) to do this would reward - "to do so would reward" - is correct
(D) doing so would reward - doing so is the perfect idiom to denote an action.
(E) to do it would reward - Incorrect

A. 'to do it' is awkward construction. Whenever some action is to be referred, we use 'do so' rather 'do it'. 'would' is necessary to indicate the 'probable future'.

B. Same as A.

C. 'this' wrong pronoun.

D. Correct.

E. Same as A. Except 'would' part.

The correct usage is "to do so" not "to do it".
only D has the correct usage.

Simple GMAT rule - "To do so" IS ALWAYS PREFERRED OVER "To do it"

Hi,

OG presents this as a pronoun reference error because of use of 'it' and 'this'. Need help in understanding why so. Help please.

It has no proper antecedent...
so A B E eliminated.
C awkward structure.

So 'it' and 'this' cant be used to refer to an action and they can be used to refer to only a concrete noun?

(B) doing it rewards - Pronoun issue - Same as A
(C) to do this would reward - Pronoun issue - using This to refer to verb
(D) doing so would reward - Correct
(E) to do it would reward - Pronoun issue - using It to refer to verb

Hi Sachin9 and GetThisDone

Though it seems rather late, still I'd like to share what I know about why the use of "this" and "it" is incorrect in this question.
"This" and "it" are pronouns, and they can only refer to nouns. They can't refer to an action. If either "this" or "it" is used in this sentence, it wrongly refers to "did not accord full refugee benefits", which is an action. Thus we must use "do so" because "so" refers to an action.

When in the context, "it" refers to a noun we can safely use "to do it":
The 700-level question is really daunting to me but I have to do it anyway.
=> "it" refers to "the 700-level question"

"do so" can't be the subject of the clause. We must use gerund "doing so" to begin the clause.

I think you might mean why we don't use "to do so" instead of "doing so".
An infinitive can be the subject of a clause, though this use is not as common as gerund as a subject.
In most cases, gerund or infinitive as subjects mean the same, but sometimes there is a slight difference in meaning. An infinitive may suggest a future activity while a gerund suggests an ongoing activity.
Whether we can use "to do so would reward" in this context, I don't know for sure.

Let’s scan the options:

Option A uses the pronoun ‘it’ which leads to ambiguity.

Option B has the same issue that option A as. The pronoun is ambiguous.

Option C is not the right idiom. ‘to do so’ is what is preferred.

Option E again has the same pronoun issue.

Eliminate Options A, B, C and E.

Option D is the best option.
