Most top business schools "don't mind" multiple roles and don't have a problem with government work per se as long as you aren't all over the map.
While details perhaps would allow me to see a logical path to your professional career, this short post makes me feel like you have been all over the map and are not really committed to any one path.
The pay in your new job is not the sole determinant of its value from an MBA perspective. The level of responsibility you would hold is probably more important. I can't say with certainly that taking this position would ruin your chances at a top business school, but from an MBA admissions perspective I think your chances of acceptance would be enhanced by sticking to something in the business realm at this point as opposed to taking this position.
Perhaps, however, you really need to question whether you wouldn't prefer government work or a different career than consulting. If there are always these other things that you want to do, maybe you don't really want to be a consultant???
